About the Employment First Commission (EFOC)
The Delaware Employment First Oversight Commission came into existence as a result of House Bill 319 External LinkImage showing link is an External Link, introduced by Representative Debra J. Heffernen on May 1,2012 and signed into law by Governor Jack Markell. Here is House Bill 319’s statement of purpose:
➤The General Assembly finds that the benefits of meaningful work have significance and importance to all working age individuals, including persons with disabilities, which shall include, but not be limited to, veterans with service-connected disabilities. Persons with disabilities have a right to the opportunity for competitive employment. In order to achieve meaningful and competitive employment for persons with disabilities, employment opportunities in fully integrated work settings shall be the first and priority option explored in the service planning for working age persons with disabilities.
The focus of the law is on assessing actions of State agencies in the implementation of a public policy that promotes competitive employment as the first choice for persons with disabilities. The Commission:
- Operates as a function of the State Council for Persons with Disabilities
- Prepares an annual report for the Governor and members of the General Assembly
- Reviews measurable goals and objectives submitted by each relevant agency
